Gary Huddleston began as an independent contract lobbyist in January 1997 after serving as a senior legislative analyst for the Oklahoma State Senate. Within a decade, he became President and CEO of family-owned lobbying firm Huddleston Investments, Inc.

Gary literally grew up in the Oklahoma statehouse, thanks to his father’s lifelong involvement in state government. Working within the complex and dynamic world of the Capitol comes naturally to him.

He is well-versed in the intricacies of lawmaking. During his tenure in the Senate, he worked with all forty-eight senators in a non-partisan capacity, assisting with constituent and agency requests, drafting legislation, and coordinating various standing committees.

Gary is respected for his legislative abilities, professional work ethic, political vision, and command of parliamentary procedure. His ability to predict legislative and bureaucratic behavior helps in developing successful client strategies. His background as a Senate staffer, combined with expertise in bill drafting and legislative processes, is invaluable.

Lisette Barnes began her career as a contract lobbyist in 1994, working with former Speaker Jim Barker’s well-regarded lobbying firm. Within a few years, she established her own lobbying firm, demonstrating her entrepreneurial spirit and expertise.

Lisette has spent the majority of her professional career in the State Capitol. She launched her political career in Speaker Barker’s office, where she played a key role in assisting with legislation, drafting news releases and press communications, managing political appointments, and collaborating with staff on his behalf.

Following her tenure in the Speaker’s office, Lisette served as the Legislative Liaison for the Board of Regents of Oklahoma Colleges, representing all six Oklahoma regional universities. She worked closely with both the Oklahoma Legislature and the executive branch.

Lisette’s extensive experience navigating the intricacies of the Oklahoma State Capitol gives her a unique perspective matched by few in the industry. She has built strong relationships on both sides of the aisle, enabling her to strategize effectively and confidently guide clients through the legislative process. Lisette has successfully achieved the public-policy goals of a diverse array of local, regional, and national clients, solidifying her reputation as a formidable force in the lobbying world.

Like his father before him, Justis Huddleston grew up immersed in Oklahoma politics and state government. Crawling through the marble halls of the State Capitol as a child and later walking them as a professional, Justis feels at home in this environment. He joined his family’s firm in 2012 while pursuing his undergraduate degree in Political Science and Mass Communications at Oklahoma City University. Upon graduation, he became the first lineal third-generation lobbyist in Oklahoma history.

With an M.A. in Communication from the University of Oklahoma, Justis’ research on communication competence, social influence, and risk and crisis communication informs his understanding of clients’ needs and legislative strategies. Passionate about giving back to his community, Huddleston regularly delivers guest lectures on state government and legislative procedure to colleges across the state. Justis leverages his unique blend of academic insight, practical experience, and generational knowledge to craft innovative strategies that bridge the gap between policymakers and the communities they serve.
